Gossips that further enhance the call to re-engineer and revamp NSC - Part 1: Issues relating to Coaches

The dictionary defines "gossip" as casual talk about the affairs usually of people which could include rumours and critical comments. I started this article with a definition as i believe it is important that we have the right perception when we read this article. Essentially they are "hearsay" but interesting enough to draw the attention of the Malaysian sporting arena and to the sports authorities on the prevailing sentiments with regards to the body that is supposed to be the "guardian" of the performance of Malaysian sports ie National Sports Council (NSC).

On 14th April, I wrote an article on this blog titled: " Time has come to re-engineer and revamp NSC", where i used Malaysian hockey as a base case to highlight the fact that an official in NSC took charge of hockey for 15 years and for a greater part of that period Malaysia failed to qualify for 2 World Cups and 2 Olympics. The period corresponded with the decline of Malaysian hockey including when the same official was part of the team management of the disastrous Malaysian Junior World Cup team in 2001. The article also elaborated of another instance where a coach who was part of the same failure in 2001 and compounded with failing the FIH coaching qualification, remained in NSC payroll without having any further upgrading training and to be appointed as coach of the women's national team. The article does not question these 2 people , rather it questions the system in NSC that seems to permit such situations to prevail when NSC's Vision and Mission as envisaged by its "founding fathers" is built on principles of excellence to create world class athletes and also coaches. Yet ! the implementing scenario seem to reflect something otherwise.

I thought the article was sufficiently thought-provoking and i believe it got a few "tongues
wagging". The stories that are "worming" out of the "woodwork" and still confined to Malaysian hockey seem to reflect that something is not right somewhere. Before any "finger pointing" takes place it is important to look at the issues.

One issue that seems to be caught in a arbitrarily mode is the question of appointment and payment of coaches. More often NSC tends to hide behind the NSA and state that it is their choice. One can live with that yet NSC is the paymaster and the details are worked by them. Unofficially they seem to have a persuasive voice and can determine the fate of coaches. The strange thing in all this is there is no proper structure in setting the minimum qualification, experience profile and terms of appointment. The failure to incorporate annual increment, recognition for continuous upgrading & qualification or training, bonuses for success and gratuity when they complete their contract creates a high degree of uncertainty in the life of a coach. Fundamentally it must provide a sort of "employment" path when a coach is appointed so he knows that the job provides him a quality of life without having to "moonlight" on other jobs or appointments.

The strange thing in all this is how NSC and the NSA "bent behind backs" to accommodate and fulfill the wishes and desires of foreign coaches. Yet on the same breath we literally treat our coaches like "beggars". Yes! i am the first one to admit that the foreign coaches have the necessary qualifications, success profiles and names to go with. Still there was a starting point which their respective foreign NSA had provided the helping hand and from there they "blossomed". Unfortunately here the poor local coach is caught with 2 bosses ie NSC and the NSA and inevitably with meddling officials who start fingering who should be selected and who should play. Somehow this interfering nature is not displayed by our officials when we have a foreign coach. Probably they are afraid that their hands maybe bitten off by the foreign coach whereas a local coach is at their mercy.

Some of the gossips in relation to coaches are as follows:

  • When a local national coach failed to get the national team to qualify for the Olympics, NSC wrote to the Ministry of Sports to provide a massive increment for that coach. Yet when another coach took the national team to the final of the World Cup qualifiers and lost, he had his salary deducted.

  • When we had a foreign coach, he could visit various international tournaments on account of Malaysia for the benefit of the national team. Yet when we had 3 local coaches at the recent World Cup in New Delhi for the FIH course, they had to come back and did not have the opportunity to see the last 3 days of matches including semi-finals and finals. Maybe the local coaches do not deserve to observe and study such matches.

  • Some coaches get paid for the same job higher than others because they are different programmes ie Elite or Pelapis. This confusion can literally make significant difference in salaries and dull enthusiasm of coaches.

  • Coaches now do not seek the extra qualification because there is nothing in NSC structure that encourages the coaches to upgrade themselves. Currently NSC works on coaches in a "hodge-podge" manner.

  • Period on contract for local coaches seem very arbitrary. When Terry Walsh was appointed he failed to get Malaysia into the World Cup in 1990 but he had the time for the 1992 Olympics. Tai Beng Hai despite the ill-discipline players environment and consistent officials interference he got Malaysia to the World Cup Qualifiers final and then he was summarily demoted to assistant coach. He only had 11 months compared to Terry Walsh's 3 years.

  • Beng Hai's assistant was arbitrarily dumped, all because he was vehemently trying to instill discipline in a choatic players ill-disciplined environment.

Coaches are "people of change" and unless we create a proper pathway for them then we cannot expect much in return from our local coaches. Unfortunately the failure of NSC and NSA to create a proper structure for the local coaches has created an environment that is "back stabbing", "bad mouthing", deliberate actions by certain coaches to derail other coaches and heights of politicking which is sipping into the main structure of the NSA. Rather than changing hockey for the better, what NSC has done is to put hockey backwards thereby permitting the decline. All this has to stop and effectively NSC has to be bold to re-engineer themselves to overcome such issues.

Bro Gandhi,
Why should we blame NSC? It is MHF weakness to take their ideas. Every time the answer is NSC giving money...they must have a say. We put him as team manager, easy for us to get money. Money will come in fast for our programme, so on so forth.
MHF forgot that it is Goverment money that means people's money. NSC is only care taker of the money and to make sure money is spent wisely and according to budget as planned. MHF should dictate to NSC not NSC dictate to MHF.
Why is this happening? We have Secretary who gives in & Deputy who wayang only. Now with the GM (Maninder Singh) things are slowly improving. He is putting it in right track. He attends all meetings with NSC and co-ordinates programmes with all team managers & coaches. He advices every one. Beware ! Who ? The Secretary. GM is chasing your seat.
Why i said that ? Let's analyse
i) GM went to India with President
ii) Gave a lot of ideas & had discussions
iii) proved he has international connections.
iv) Development idea is totally his. He is bringing his 102 team to handle the development. Mind you all will be paid. If no money they are far far away.
v) He has taken up drinking. Before this he doesn't touch beer or liquor. Now it seems he is on only RED WINE(senyence deleted).
vi) Recent Council meeting. (sentence deleted)vii) I heard recent competition committee meeting he CONDUCTED the meeting. Taking attendance, writing on white board, Razak Cup plan etc. Mind you, most of state secretaries are there. Good marketing skills.
viii) more to come.....Part 2

Sorry but I have to interject, having attended that very meeting its a false statement. He made the proposal on Razak Cup fielded question doesnt make him a dictator neither was there a white board to write on.

Let not exaggerate events that took place for the sake of selling a point.

We had a great deal of debate at the CC meeting it was hard hitting but it certainly was not to score brownie points.

What a rebuttal. Please go to MHF meeting room (not office) and see if there is a white board.
You don't seem to get the point. It is the secretary of Competition com who is also the Secretary of MHF to delibrate on these issue. What is the general manager doing there. Previously he never attended but WHY now attending? GM has agenda & motif. I at any time never said he is a dictator. It is your word.

Dear All,

The TM must do some drastic adjustment for the MHF and so Hockey can progress.

we are not dictating to the TM what to do, but to inform him what is behind the scene that His officials were brewing behind MHF's back.

1)Hon. Sec: he is not fit to be beholding this position and he is feeling very insecure of his minuses and he is covering all angles by playing gutter politics by being friendly to all sides hoping that he will get support from all HAs because of his breed.
He is a mole and he do not have the stature of being the Hon-Sec for Malaysia.

2) The fu-man-chu head injured VP should be thrown out of everything concerning Hockey, pronto. No mercy.
He will be big trouble if no action is taken now.

3) VP from one-eye jacks state is also in cahoots with the Chairman coaching south state because the vp is beholden to him as he claimed that he is the one that got him his position in the first place, as this VP have no track record in Hockey,so now it is payback time. If he has dignity, he will walk away after the Chairman claim then to be rubbished as a Hockey official in whatever capacity.

4) Treasurer: He holds the apron sting of his HA drunkard Sec. and he must do all his bidding or else he will not nominate him for his MHF post. This type of slippery snakes cannot be holding any responsible position in any organisation.

These are the main culprits in the MHF that is hindering the good work of the MHF, so they must be eradicated once and for all.

People, if you all have Hockey at heart, there is nothing that is good of them. So,if you are having teh-tarik in any mamak staff and any of their sympathisers comes along, please do not be swayed by them or be cowed by their claim of having big-wits behind their campaign.

OBSERVER.

102 Former Hockey Internationals is a group of former Malaysian hockey players who collectively came into origin by supporting an open letter on the current plight of Malaysian hockey based on the failures of the various National Teams. This Group had called all the relevant parties involved to get together and assists in ensuring Malaysia gets back to the glorious days as a World ranked nation in hockey.

Their appeal was forwarded to the Deputy Prime Minister as Chairman of the Cabinet Committee on Sports, the Minister of Youth & Sports and other relevant parties. The Sports Minister set the ball rolling by meeting them and literally challenged the Group to come up with a proposal of what should be done to alleviate the current scenario in hockey.

Apparently today the Group had presented their proposal to the Sports Minister at Parliament. Sources indicate that it was a comprehensive proposal and the Minister wanted it in advance before a full presentation. Full details of the proposal is yet to be made public.

An interesting aspect of today's event is that the Group had formally informed the Minister that the tenure of "102 Former Hockey Internationals" have come to an end. They have completed their purpose and do not have a mandate to exists further.

There is no doubt that the affiliates wanted a change but the reporter did not attempt to state the reason. If he had done so, it would have thrown more light as to what was happening with the previous set-up. I am not prepared to go into details but the reporter, in glossing over, may not realise that the affiliates may be undoing what they did in the 2006 BGM i.e rectifying their own mistakes.

Please do not mistakenly believe that I am supporting the affiliates. What I am stating is that the affiliates had the guts to realise their past mistake and were prepared to make the changes. If anything, they must be admired for wanting to make such amends. On the other hand I tend to agree with the reporter that, beyond voting, most of the affiliates are not effective contributors to MHF. Sadly, I am told that is how MHF's constitution is framed and no one has the courage to define a proper role for the affiliates.

Historically the affiliates had their own leagues, and age group competitions in states were big events in school calenders. All these are only memories and slowly the state affiliates also withered away and many exist only in name. This meant that previous leadership in MHF did not recognise this scenario and as years have gone by the situation has become so critical that something must be done. It would seem that TM, a newcomer to hockey, may be the person who can be instrumental in making the change with regards to affiliates and also define their role. If TM has the courage then he will transform hockey by bringing it to its senses and reality.

Coming back to the reporter, once again he has painted such a glossy story of the national team and its coaches. Doing well in the Sultan Azlan Shah tournament with teams who are here without full strength is not a great achievement. Insofar as the Asia Cup, the only achievement is winning it, which would have provided a direct entry to the World Cup. Having a bronze medal in the Asian Games is something that was expected. So how can we praise anybody, if we could not qualify for the World Cup and Olympics, the big 2 events of world hockey.

Again what was not reported is that hockey was brought to disrepute in 2008 by certain events from allegations in match fixing, money lending, incurring of RM 1.6m in debts, the"hide & seek" in bidding for the Junior World Cup 2009, dismal performance of all the national teams, the failure to set up the 3-man investigative committee, scrapping the Champion Schools tournament and surrendering the Age Groups tournaments.

With such stories in the air and the manner in which we have dealt with previous foreign coaches, MHF must realise that top coaches in the world would always have second thoughts. If they have to check with any of the previous foreign coaches who have worked in Malaysia for references, what do you think their comments would be? I think we are caught in that dilemma. This is why MHF is having difficulty in finding a suitable coach either from Europe or Australia. It is also not surprising that they are taking some time even to find a person to fill the position of Chairman of Coaching Committee.

While the reporter feels 2009 would not be better than 2008, I disagree. I think TM has made some good decisions and it would seem that he is having good support all round. I can see changes and I believe he would be instrumental in moving hockey forward. We may not see immediate results but it would pave the way for a solid foundation for the future i.e World Cup and Olympic participation with a growing talent of players in the country.

ARMPIT GURU ARTICLE SAYS THAT HE COULD HELP TO CHANGE THE MHF CONSTITUTIONAL.

ALL MHF AFFILIATES FIRE THIS MOLEST ON BIKE AND SENT HIM TO TAMPIN.

There seems to be a constitutional crisis of sorts looming in the Malaysian Hockey Federation. And this has to do with the decision of the last MHF Council meeting where the President of MHF in his opening remarks mentioned the need to make changes to the constitution, the most significant of which is that in future both the Hon. Secretary and Hon. Treasurer will be appointed by the President rather then be elected by the affiliates.

While I will not discuss the merits and disadvantages of making such amendments here, it is shocking to learn that a Vice President of MHF is guilty of a whisper campaign amongst affiliates to vote against such an amendment when the changes are tabled at the next Council meeting.

Such a conduct is unbecoming of the said official and the President should take note of the enemy within. And talking of a new constitution, I have already completed a draft copy for MHF in line with the provisions of FIH as well as the Sports Development Act 1997 as well as the guidelines advocated by the Sports Commissioners Office.

1. The VPs of Medical Committe, Special Projects are waste of time. One without any State Affiliates and controls by buying botels of liqour. Another lads comes from NS and a lawyer, thinks he knows all but not played any international hockey. Both behave like messiahs of hockey. Now both voluntarily wants to become Team Managers to further self rich them and not malaysian hockey. They only want to go on tour and get publisity. Lets see whether they will go to the ground -attend atraining sessions, run around for the players, upfront money, reward players and provide guyidfance. I think they will fail their duties. Only know to rub the President for own benefit ande selfish. No feelings for hockey.
2. Treasurer-(word deleted) the money, seeking for State titles-Penang, Kedah, Pahang & Johor sapu bersih. Bro,
Talking about Saiful, all you have to do is asked the Lt-Col what is said in collobration with the Coaching Chairman of the Southern Most state. He have made stange allegation about him that he is left out of the Coaching Co. list to MHF. It is a very serious allegation made in public that we pray that Saiful and the MHF should take drastic action so that it will not be allowed to happen again.

The said Chairman who cannot contribute anything to Hockey
in his State as he is residing in KL but he claimed that he have the mandate of his HA President and everyone including the MHF Treasurer and VP (who have begged to be an Assist Manager. Remember the dog on a throne, it will come down and lick) is doing his bidding.

This Chairman is the culprit behind this character assasination of Saiful and other attempt on others. Thank God that the TM can see through all his wicked schemes and had rubbished them. But drastic actions must be taken against him so that he cannot continue in this way.

The allegation made against Saiful is without basis and Saiful is wrongly punished.

We do not think the HA President is aware of what his Coaching Chairman is using his name for and if anyone can ascertained the bottom of this we think that the HA Presdent with all his standing will not be party to this sort of behavior. And he will put a stop to it ,as he is put in bad light in front of all his subjects.

MHF should take action against the Treasurer and the VP. The VP cannot be an Assistant Manager as he will be a stumbling block to the Team's morale as every player have no respect for him. If he is confirm then MHF will have alot of trouble.

Please, TM, for the sake of Malaysians' Hockey, recind his appointment or else the whole Hockey Faternity will be demoralised. Every thing is going fine, please do not bring a 'JUDAS" into any setup.

The appointment of this important post should be discussed with the Manager to see if he can fit in to the set-up or else there will be conflict. Stop it before it happen, as we can assure you that he will be behind the dirty politics that is going to happen. It is in his genes.

PLEASE<PLEASE< MHF, act before its to late.

MHF wants to reward Sarjit

Ah, The Malay Mail always sings a different tune.

Read Ghaz Ramli's comment in today's MM.

http://www.mmail.com.my/Current_News/mm/Monday/Sports/20080421102728/Article/index_html"

Reward only successful cases

ARE the Malaysian Hockey Federation (MHF) willing to fork out their own money to give coach Sarjit Singh a pay hike after his failure in the Olympic
qualifiers earlier this month?

Can MHF, who are said to be in the red with more than RM1 million in outstanding bills, find the funds to reward the former national skipper?

More importantly, why should they?

The National Sports Council (NSC) director-general Datuk Zolkples Embong confirmed MHF have requested a pay hike for Sarjit, despite the team’s failure in Japan.

“MHF did ask for an increase in pay for him,” said Zolkples.

“However, the NSC have a salary cap for coaches, although those who show results will be rewarded a p p ro p ria t e l y. ”

Sarjit, a former national skipper, has done a good job since replacing Wallace Tan on Jan 23 2007.

He coached the team to the final of the Sultan Azlan Shah Cup, where Malaysia lost 3-1 to Au s t ra l ia .

He then led the team to third place in the Asia Cup in Chennai, India, seven months ago.

However, Sarjit, who represented Malaysia in the 1984 and 1992 Olympics in Los Angeles and Barcelona respectively, failed when it mattered most in the Olympic qualifiers in Kakamigaha- ra, Japan.

While no one expected Malaysia to earn the final berth to the Beijing Games, the target was to meet world No 1 Germany in the fi na l .

The team failed to achieve that as they could only draw 3-3 with hosts Japan in their final match.

However, the real damage was done when Malaysia escaped with a lucky 4-4 draw with minnows Italy, while struggling to a 2-1 victory over Poland and a 4-3 win against Switzerland.

Japan, on the other hand, hammered Poland 6-1 and thrashed Italy 5-1 and only beat Switzerland 2-1.

On Saturday, Sarjit and team manager, Sathish Kumar, travelled to Johor Baru to meet MHF deputy president Tunku Abdul Majid Idris Sultan Iskandar and secretary Hashim Mohamed Yusoff.

The postmortem, however, will only be made available on May 4 during MHF’s council meeting.

Hashim indicated there will be no major change in the team’s management and that Sarjit’s job is safe.

That is good as Sarjit needs a chance to redeem himself, but not if it comes with a pay increment.

I don't understand y people want to look down on 102. We are merely giving some input to improve hockey. If our ideas are not good, don't take. If good take it. We are not interested in being in MHF. We only love the game as we have served Malaysia well during our playing times.
Some former international players can coach and some can't. This could be due to work or family committment. So by asking them to coach is not right.
